Job Description:
Purpose of Classification Oversees environmental compliance for
the Utilities Department, including contract administration,
performs complex professional and difficult administrative work,
administering utility department's programs, policies, planning
efforts associated with water resources and related legislative and
regulatory requirements and revisions; does related work as
required. Work is performed under general supervision.Essential
Functions The following duties and functions, as outlined herein,
are intended to be representative of the type of tasks performed
within this classification. They are not listed in any order of
importance. The omission of specific statements of the duties or
functions does not exclude them from the classification if the work
is similar, related, or a logical assignment for this
classification. Other duties may be required and assigned.
Establishes operating policies, procedures, goals and objectives.
Participates and coordinates capital improvements and develops
long-term planning for utilities infrastructure; Prepares budgets
and monitors expenditures; prepares and monitors bids. Responsible
for managing Municipal Separate Storm Sewer System (MS4) National
Pollutant Discharge Elimination System (NPDES) regulatory
activities for the Utilities; coordinates Community Rating System
(CRS) program activities, coordinates Insurance Services Office
(ISO) certification activities; monitors and coordinates submittal
requirements for Consumptive Use Permit renewals and other related
permitting activities. Receives various forms, reports,
correspondence, requisitions, purchase orders, invoices, budget
reports, equipment submittals, payroll sheets, vehicle maintenance
requests, accident reports, operations reports, regulatory reports,
production reports, quality analysis reports, engineering reports,
contract documents, construction documents, engineering plans,
electrical drawings, blueprints, specifications, master plans,
comprehensive plans, union agreements, codes, regulations,
standards, manuals, maps, reference materials, or other
documentation; reviews, completes, processes, forwards or retains
as appropriate. Responds to complaints and questions related to
department operations; provides information, researches problems,
and initiates problem resolution. Researches, applies for, and
manages departmental grants.Monitors and analyzes proposed
revisions to Local, State and Federal water resources regulation
and legislation and determines impact on the department.Ensures
departmental compliance with regulatory and legislative
requirements.Closely coordinates with Sustainability and Resilience
staff for evaluating sustainable and resilient options for drainage
and other utilities construction projects.Promotes and advocates
departmental policy positions and planning goals on advisory
committees, regulatory planning groups, and during public workshops
with regulatory agencies.Resource for information and data needed
to prepare departmental awards, policy and planning related
documents, including Master Planning efforts.Oversees departmental
initiatives, projects and programs as assigned and such as sanitary
sewer overflows monitoring and reporting, industrial pretreatment
program monitoring, water conservation and public outreach. Attends
City Commission meetings or other meetings; serves on committees as
needed; presents information and presentations to community and
other outside customer groups. Maintains a current knowledge of
applicable laws/regulations; maintains an awareness of new trends
and advances in the profession; reads professional literature;
maintains professional affiliations; attends workshops and training
sessions as appropriate. Ensures departmental compliance with all
applicable codes, laws, rules, regulations, standards, policies and
procedures; ensures adherence to established safety procedures;
initiates any actions necessary to correct deviations or
violations. Performs other related duties as required.ADDITIONAL
FUNCTIONS Provides liaison with other City departments on related
activities.Ensures Departmental Emergency plans are current and
disseminated.Reviews cost estimates, permits, shop drawings,
testing results, and as-built plans.Plans and assists with contract
administration and bid evaluation.Coordinates Comprehensive Land
use plan revisions and other related required documents and
reports.Coordinates public notifications as required by regulations
and agency orders, including water restrictions.Assists and
coordinates for any public notifications for water quality
violations and annual water quality reports.Assists and coordinates
with County staff, City staff and business owners to implement
wellfield protection ordinance.Conducts research and undertakes
special projects as assigned.Prepares and reviews technical
reports.Performs related tasks as required.Minimum
