Job Description:
Purpose of Classification The purpose of this classification is
to perform a variety of cashier and account clerk duties for an
assigned department, to process various financial transactions,
forms and reports, and to perform general office duties as
assigned. Job duties vary by incumbent and department assignment.
Employees in this classification are eligible for noncompetitive
career path advancement to Accounting Technician II after meeting
the established career path advancement requirements. Essential
Functions The following duties and functions, as outlined herein,
are intended to be representative of the type of tasks performed
within this classification. They are not listed in any order of
importance. The omission of specific statements of the duties or
functions does not exclude them from the classification if the work
is similar, related, or a logical assignment for this
classification. Other duties may be required and assigned. Receives
and processes payments for utility bills and various City fines,
fees and permits from the general public and City departments.
Performs data-entry work to enter cash receipts, journal entries,
invoices, payments, purchase orders, and other financial data in
the computer; posts adjustments and corrections as needed; assigns
codes and account numbers to financial transactions; batches, sorts
and matches financial records and forms; verifies account and
transaction figures; processes forms and records. Sorts checks and
forms in preparation for distribution to City departments and
vendors. Contacts vendors, customers, banks, City departments and
others in the performance of assigned job duties. Processes
payments for fire inspections, updates inspection reports, posts
related journal entries, and balances account for fire inspections.
Performs various clerical duties including typing checks and other
documents, preparing bills for mailing, copying and faxing
documents. Additional Functions Performs receptionist and general
office duties as assigned. Performs other related duties as
required. Minimum Qualifications
- High school diploma or valid equivalent; supplemented by one
(1) year of previous experience involving clerical and customer
service work. PREFERRED QUALIFICATIONS
- Prior work experience using Superion Naviline, and Microsoft
Outlook, Word, and Excel.
- Cashiering, bookkeeping and/or accounting experience..
Supplemental Information COMMUNICATION COMPETENCIES Effectively
communicates with supervisor, employees, other departments,
contractors, engineers, companies, vendors, outside agencies, the
public, and other individuals as needed to coordinate work
activities, review status of work, exchange information, or resolve
problems. Accurately and expeditiously receives and delivers
messages and information to the appropriate individuals. Ability to
prepare accurate and thorough written records and reports. Ability
to understand and follow oral and written instructions and to
complete assigned tasks with minimal supervisory direction. Ability
to understand and quickly and accurately follow brief oral and
written instructions on moderately complex matters. Ability to
establish and maintain harmonious working relationships with
Supervisor, customers, other employees, other departments, other
governmental and regulatory agencies, and the general public as
needed. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Basic knowledge of Federal, State, and local laws, rules,
codes, and regulations related to accounting activities.
- Basic knowledge of general accounting principles and practices
including basic math, accounting, statistical, and financial record
techniques and practices.
- Knowledge of basic procedures involving cash receipts, journal
entries, invoices, payments and purchase orders.
- Knowledge of cashiering and computers.
- Ability to work with and maintain confidential
information.
- Demonstrated ability to learn, interpret, apply, and explain
relevant codes, rules, regulations, policies, and procedures.
- Ability to verify, balance, and adjust accounts.
- Ability to maintain assigned fiscal and accounting records
accurate and efficiently.
- Ability to perform general administrative, data entry, and
accounting tasks.
- Demonstrated ability to effectively interact with the public,
supervisors, co-workers, other department staff, and with outside
agencies.
- Ability to effectively communicate both orally and in
writing.
- Ability to troubleshoot, research, and resolve customer
issues.
- PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS
Physical Ability : Tasks require the ability to exert light
physical effort in sedentary to light work, but which may involve
some lifting, carrying, pushing and/or pulling of objects and
materials of light weight (10 pounds). Tasks may involve extended
periods of time at a keyboard or work station. Sensory Requirements
: Some tasks require the ability to perceive and discriminate
visual cues or signals. Tasks require the ability to communicate
orally. Environmental Factors : Essential functions are regularly
performed without exposure to adverse environmental conditions.The

ADVANCEMENT REQUIREMENTS The following requirements must be met to
advance to Accounting Technician II:
- Must have a minimum of three (3) years of experience involving
clerical and customer service work; one (1) year of experience must
involve performing data entry, fiscal support, and accounting
clerical work.
- Must meet 100% of Accounting Technician I KSAs, 70% of
Accounting Technician II KSAs and 100% of the Communication
Competencies.
- Must complete the Microsoft Excel Part I (Beginners) course
through Superion Training and provide documentation of proof of
training.
- Must complete an assessments to evaluate knowledge of
Accounting Technician I and II functions and obtain a minimum score
of 70%. Employees who fail to obtain a minimum score of 70% will
have a three (3) month waiting period to re-take the
assessments.Proof of meeting all of the above
requirements/qualifications must be demonstrated by the employee
and verified by the supervisor. VETERANS' PREFERENCE Certain
servicemembers and veterans, and the spouses and family members of
such servicemembers and veterans, receive preference and priority
in the City's hiring process. Additionally, certain servicemembers
may be eligible to receive waivers for postsecondary educational
requirements in employment by the City.
